Concerns the acceptance of Chickasaw territory as an independent nation and rights of the Spaniards to make a treaty with the Chickasaw Indians for some land in the Chickasaw bluff (in Missouri, near the Mississippi River) to build a fort; and that the building of such a fort is not an act of aggression towards the United States.
